DOPPLER is a partnership between Portuguese and Mozambican institutions to foster ongoing collaborations in particular, those dealing with Radioastronomy, Earth Observations, and Big Data, matching similar African-Europe capacity building projects targeting Anglophone countries in the region. DOPPLER includes initiatives to further those ongoing endeavours, with advanced training on areas such as biodiversity, food security, and resource management. Of most importance, DOPPLER will foster science, industry and government linkages through training and knowledge transfer. DOPPLER is funded by the Aga Khan Development Network and the Portuguese Science and Technology Foundation. DOPPLER is also supported by the National Portuguese -- ICT Cluster TICE.PT.

DOPPLER work packages include: organizing pedagogical workshops; promote synergies with industry; leverage placements and team visits between Portugal and Mozambique; organize scientific and technological demonstrations in schools, universities and industry. These activities promote the implementation of the recommendations of the parliaments of the European Union and the African Union which recognize Radio Astronomy as a motor for technological and scientific development with an impact on a wide range of sectors. The partnership promotes strong collaboration between Portuguese and Mozambican teams to prepare for the future when the world's largest radio telescope, the Square Kilometer Array (SKA), is completed in Africa in the second half of the 2020s.

Ana Cláudia Teodoro (FCUP) was born in Porto, Portugal, in 1974. She received the BS., MSc., PhD and Habilitation degrees in Surveying Engineering from Faculty of Science, University of Porto, in 1998, 2001, 2007 and 2016 respectively. During 1998-2007 she was a teaching assistant in Applied Mathematics Dep., in the University of Porto, and since 2007 she is Assistant Professor at Faculty of Science, University of Porto (between 2007 and 2010 in Applied Mathematics Dep., and since 2010 in Geosciences, Environment and Land Planning Dep.). Between 1999 and 2015 she was a researcher at Geo-Space Sciences Research Centre, University of Porto. Since 2015 she is a senior researcher at the Earth Sciences Institute, University of Porto, Portugal. Her research interests include remote sensing (environmental applications), GIS, image processing, coastal zones, and geological applications. She has published more than fifty journal articles in peer review journals (ISI WoS) and eight book chapters. Her publications reflect her research interests in remote sensing and GIS area. She is also a member of the Scientific Committee of IEEE/GRSS International Geoscience and Remote Sensing Symposium since 2008 and Guest Editor of the International Journal of Remote Sensing, Special Issue on “Unmanned aerial vehicles for environmental applications”. Cláudio M Paulo (UEM) was born in the central zone of Mozambique in Beira city. He holds a PhD in Astrophysics since April 2019 entitled ``The properties of radio relics and the connection with radio halos in galaxy cluster and their correlation with non-thermal phenomena at multifrequency´´. Since 2004 he is working to promote science in the country using Astronomy. He works for UEM since 2004. In term of background, he is linked to Weather forecast and Astronomy. In other to help the country, he is coordinating many Human Capital Development initiatives from where 2 PhD fellowships were granted. Currently, he is coordinating many projects with very good outcome and 1 MPhil student is on the way to Mauritius to start his studies.Cláudio M Paulo (UEM)
Dalmiro Maia (FCUP) has a PhD in Solar Physics from The University of Lisbon. He is an invited professor at the Faculty of Sciences from the University of Porto. His area of expertise involves the processing, calibration, and reconstruction, of images in wavelength ranges including radio, visible, and soft and hard X-ray. Dalmiro Maia has also been involved in space missions: he received the Ulysses HISCALE Team Achievemente Award from NASA in 2009, and he is currently co-investigator of the ASPIICS experiment on PROBA-3 ESA mission. He was one of the authors of the chapter on Solar and Heliospheric Physics from the Square Kilometre Array (SKA) science book. Dalmiro Maia (FCUP)
Dinelsa Machaieie (UEM), natural de Maputo, Moçambique, e docente e investigadora no Departamento de Física (DF), na Faculdade de Ciências da Universidade Eduardo Mondlane (UEM) desde 2008. Dinelsa é formada em Física (2007) pela UEM e obtive o grau de PhD (2017) em Astrofísica pelo Instituto Nacional de Pesquisas Espaciais (INPE), Brasil. Actualmente se encontra a trabalhar nas disciplinas de Mecânica Quântica, Física do Estado Sólido, Introdução à Astronomia e Astrofísica, Tecnologia de Investigação Educacional e Estágio Laboral no DF. No entanto, trabalhou nas disciplinas Física I, Física II, História e Filosofa das Ciências Naturais, e Tecnologia de Informação e Comunicação no Ensino. A Dinelsa se encontra envolvida em pesquisas, em co-parceria com pesquisadores nacionais e internacionais, sobre formação estelar, astrobiologia, astroquímica e em pesquisas relacionadas com o ensino de Física. Também está envolvida em actividades de extensão que visam o fortalecimento da comunidade astronómica em Moçambique e no envolvimento de mulheres/meninas nas ciências. Isabel Poças (FCUP) has a PhD in Agrarian Sciences. Isabel is a Post-Doc researcher at Geo-Space Sciences Research Centre with experience in research and teaching at the higher education level. Isabel's specialization domains include the application of remote sensing data and technology for: (i) developing methodologies to support agriculture management, with a particular focus in agricultural water management; (ii) monitoring of vegetation and landscape dynamics; (iii) monitoring of biodiversity. Isabel has consolidated experiences in the processing and application of spectral and thermal data, collected both from satellite missions (Landsat, Sentinel, SPOT, MODIS) and proximity sensors (handheld spectroradiometers, thermal infrared cameras) for assessing biophysical parameters of vegetation.Isabel Poças (FCUP)
Joana Cardoso-Fernandes has completed the Ph.D. in Geosciences in 2021 by Faculdade de Ciências da Universidade do Porto and Universidade de Aveiro, the Master's degree in Geology in 2018 by Faculdade de Ciências da Universidade do Porto and the Bachelor's degree in Geology in 2016 by Faculdade de Ciências da Universidade do Porto. She works in the area of Natural sciences, namely on Earth and Environmental Sciences with emphasis on Geology. In her curriculum, the most frequent terms in the context of scientific output are: Reflectance spectroscopy; Spectrometer; Geological exploration; Remote sensing; Pegmatite; Lithium. She also has experience in Python programming and machine learning applications; Petrography; Geochemistry applied to mineral exploration (including stream sediment analysis); and fieldwork related to pegmatite exploration.Joana Cardoso-Fernandes (FCUP)
João Fernandes (UC), natural de Arcos de Valdevez, é Professor Auxiliar do Departamento de Matemática, Faculdade de Ciências e Tecnologia da Universidade de Coimbra (UC) desde 1999. Licenciou-se em Física/Matemática Aplicada (ramo Astronomia) pela Universidade do Porto (1991) e é doutorado em Astrofísica e Técnicas Espaciais pela Universidade de Paris VII (1996). Obteve a agregação em Física (ramo Astrofísica) pela Universidade de Coimbra (2014). As suas áreas de investigação são a formação e evolução das estrelas, física solar e a história da Astronomia em Portugal. Publicou cerca de 80 trabalhos de investigação em revistas internacionais, actas de congressos científicos e capítulos de livros. Tem desenvolvido actividade de divulgação cientifica (nomeadamente com palestras em escolas) e foi o single point of contact nacional para o Ano Internacional da Astronomia 2009, por nomeação da União Astronómica Internacional. Recebeu a distinção ``Caras de Futuro´´ da revista ``Visão´´ em 2013. João Paulo Barraca (UA/IT) has strong experience in R&D projects, combining management skills with low level knowledge of several systems, and of several programming languages. João Paulo holds degrees in Software Engineering (5y Lic), Electronics and Telecommunications Engineering (MSc) and Informatics Engineering (PhD). João Paulo has managed teams developing solutions in the areas of cloud computing, networking (Wireless, NFV, SDN) and machine-to-machine communications both for research and applied R&D for private companies. João Paulo holds a position as Assistant Professor at Universidade de Aveiro University of Aveiro, where he lectures courses in the areas of informatics, and cybersecurity. João Paulo, furthermore, holds a position as a researcher at Telecommunications Institute. In 2015 João Paulo was elected to coordinate the ATNoG research group with for the duration of 2 years. João Paulos' current research interests include security and protocols for the Internet of Things in Cloud environments, with focus in solutions for SDN in Future Networking environments. João Paulo has participated in more than 20 projects (8 EU funded), either developing novel concepts, or applying these concepts in innovative products and solutions, involving the design of IoT platforms for Telecom Operators and Water Monitoring Networks. João Paulo lead the FCT/CAPES DEVNF project in Portugal that addressed novel 5G orchestration, leads the local teams in EU LIFE-PAYT, participates in EU AENEAS (European Science Cloud for Astronomy), leads the local team in the P2020 @CRUISE project, the security team at P2020-SOCIAL, participates in the EU Interreg CISMOB focusing in smart transportation and connected buses, the EngageSKA Research Infrastructure, and the Square Kilometer Array System Team, having lead activities for the instrument Cloud Platform, among a dozen other innovation projects.João Paulo Barraca (UA/IT)
Lia Duarte holds a PhD, Master and Engineering degree in Geomatics from the Faculty of Science, University of Porto (FCUP), respectively in 2017, 2011 and 2009. From October 2011 until August 2017 she was an invited assistant at the Department of Geosciences, Environment and Land Planning at FCUP, where teaches several courses from the Geomatics area, Topography, Applied Topography, Cartography, Geographic Information Systems (GIS) and Geographic Information Fundamentals. From September 2017 until August 2019, she was an invited Auxiliar Professor at the same department. And since November 2019 she is an Auxiliar Professor. She belonged to the Research Centre of Geo-Spatial Sciences until 2014 and since 2015 she is a researcher at the Institute of Earth Sciences (ICT). Mario Cunha (FCUP) tem Licenciatura, Mestrado e Doutoramento em Ciências Agrárias e é administrador de empresa agrícola na Região do Minho. MC é desde 2002 Professor Auxiliar da Faculdade de Ciências da Universidade do Porto (FCUP). Os seus interesses de investigação incluem vários tópicos em agronomia e engenharia agrícola focados principalmente na modelação de culturas agrícola, monitorização e mitigação dos riscos em agricultura, aplicações de deteção remota e agricultura digital. Tem também trabalhado no desenvolvimento de sistemas de apoio à decisão quer das operações quer do planeamento das explorações agrícolas, nomeadamente na análise da produtividade, ergonomia do trabalho e eficiência económica de sistemas mecanizados (ver MAChoice) e no desenvolvimento de sistemas para avaliação da qualidade da pulverização (ver SprayImageMobile). Miguel Bergano (IT) is the Lead Engineer of ENGAGE SKA and Assistant Researcher at IT. He is PhD in Electrical Engineering, working on Radio Frequency Electronics, and microwaves. Programming languages: VHDL, C and C++. Radio Astronomy Instrumentation. FPGA. Digital Electronics and embeddded systems. He has worked in INPE, Brazil in the Development, implementation, test e result analysis receiver system; collaborated on the development of the entire control systems, Maintenance, test and repair of cryogenic devices, Assembly of the devices on antennas; Miguel has worked in industry : Wiseware LDA: Digital Reconfigurable systems (Xylinx, Lattice and Microsemi), Embedded systems, Microcontrollers and Electronics. My main task is the development of hardware and respective firmware for outdoor positioning (TREQ) and VHDL code for video processing. Besides developing most of the work, I also manage this two projects. My work also includes the application from European funding or Risk funds for the projects developed. He is co-proponent of one European patent on space sciences for developing new habitable capsules for harsh environment conditions like the Mars planet (Order number: 108073, Title: ``3D PRINTER MODULE IN-SITU CONSTRUCTION HABITABLE RAW WITH A MIXTURE OF BINDING AND MARS SOIL´´, Date: 01/12/2014, Authors: Universidade de Aveiro, Inventors: Ricardo Sousa, Gracinda Ferreira, Miguel Bergano, Victor Neto.). Neftalí Sillero (FCUP) is a spatial biologist interested in the analysis and identification of biological spatial patterns, from species distributions to populations and individuals, using GIS, Remote Sensing, Ecological Niche Modelling, and Spatial Statistics. Naftalí's main research lines are related to ecological niche models, road ecology, distribution atlases, and home ranges. He uses amphibians and reptiles as main species models, but also works with other groups of flora and fauna. Since 2007, Naftalí is the chairman of the Mapping Committee of the Societas Europaea Herpetologica, where he coordinates the Atlas of Europe. Sosdito Mananze (FCUP) is a PhD candidate at the Faculty of Sciences, Porto University in Portugal, and an associated lecturer and deputy for research and extension affairs at the School of Rural Development, a branch Eduardo Mondlane University in Mozambique. He is currently coordinating a research project aiming at Strengthening remote sensing data processing and interpretation capacities for operational use in agricultural system monitoring He received his BSc degree in forestry from Eduardo Mondlane University in 2005 and his MSc degree in natural resources management from Evora University in 2012. Ubaldo Ginova Ombe Gemusse, PhD candidate in Geosciences, at the University of Porto, Faculty of Sciences and Aveiro. Master in Geomaterials and Geological Resources from the University of Porto and University of Aveiro (2014), Degree in Geography, and Medium Technician in Geology and Mines. Head of the Department of Geology at Licungo University, since 2019, in Mozambique. Professor of Geological Cartography, Geology of Mozambique, and Photogeology in the Geology course. I like to work with Geographic Information Systems, Remote Sensing, Mineralogy, Geological Prospecting (in pegmatites and carbonatites), working in environmental disciplines such as Environmental Impact Assessment. Valente Cuambe (UEM) natural de Maputo, capital de Moçambique. Licenciado em Física pela Universidade Eduardo Mondlane (UEM) em 2006, mestrado na mesma Universidade em Física experimental com ênfase em modelação e simulação de alguns processos físicos (2009), e Doutorado em Astrofísica pelo instituto nacional de pesquisas Espaciais no Brasil, tendo se especializado em modelação de explosões solares em microondas. Actualmente trabalha na Universidade Eduardo Mondlane no departamento de Física onde para além da pesquisa desempenha as funções de docência. É membro júnior da IAU (International Astronomical Union), e coordenador em Moçambique do Portuguese Language office of Astronomy for development (PLOAD), onde desenvolve treinamento de professores e algumas actividades de divulgação da ciência no País. Faz parte da equipe que responde pelo SKA (Square Kilometre Array) na UEM. Colaborou na implementação do projecto DARA (Development in Africa with Radioastronomy) e atualmente colabora na materialização do projecto DOPPLER (Development of palor knowledge with Radioastronomy).Valente Cuambe (UEM)
Valério Ribeiro (UA/IT) is originally from Maputo, Mozambique. He holds a PhD in Astrophysics (2011) from Liverpool John Moores University and has since held positions across Africa and Europe.
